Dec. 1. Pam Hinson, finance director for the City of Concord, is the new assistant city manager. She is the first female to serve as an assistant city manager, according to City Manager Lloyd Payne. Hinson, who has more than 28 years of local government service, was finance director for Knightdale for 13 years before coming to Concord in 2005.

She is a Certified Public Accountant and a Certified Local Government Finance Officer in North Carolina.

During her tenure in Concord, the city’s general obligation bond rating was upgraded to AAA. Concord’s finance team has continued to be recognized for their exceptional performance, receiving the Government Finance Association awards for Distinguished Budget Presentation and Certified Achievement in Financial Reporting.
