Phillip Graham becomes Concord’s Transportation Director May 1, replacing Joe Wilson who has retired. The department is responsible for engineering, planning, project inspection, preventive maintenance and repair of streets, bridges and traffic control infrastructure. Graham, who has been serving as interim drector since November, began his career with the city in 2008 as staff engineer.
