Dec. 17. The Government Finance Officers Association has awarded Cabarrus County its Distinguished Budget Presentation Award for the FY 2016 budget. In order to receive the budget award, Cabarrus had to satisfy nationally recognized guidelines for effective budget presentation. The guidelines assess how well an entity’s budget serves as a policy document, financial plan, operations guide and communications device.
The GFOA must rate the budget documents as “proficient” in all four categories, and the fourteen mandatory criteria within those categories to receive the award.
As the department responsible for achieving the award, the GFOA presented Cabarrus’ finance department with a Certificate of Recognition for Budget Presentation. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

This is a classic example of too much government. What if the city or county can’t live within the budget? This is ridiculous to spend time on award presentations when we need to focus on education, traffic, security! Absolutely a complete misuse of taxpayers dollars!
